Part of the World War II Memorial is in the foreground. It was completed and dedicated years later on May 23, 1963. The granite-faced monumental ventilation building of the Brooklyn-Battery Tunnel entrance, between Washington and Greenwich streets, can be seen in the photograph, on the left. The tunnel officially opened in 1950. The Whitehall Building at 17 Battery Place, was completed in 1904. The 31-story Annex, behind it, on West Street, was completed in 1910.
